OVERVIEW

This is a working document, not a market report. It assumes you are trying to actually build something.

Most data center publications tell you how big the market is. That is a number you can get for free, and it will not help you. This guide tells you what to do, in what order, and what happens when you do it in the wrong order - which, in this business, is usually fatal to the schedule and occasionally fatal to the project.

The single organising idea: data center development used to be a real estate business with an electrical problem attached. It is now an electricity business with a real estate problem attached. Every sequencing recommendation here follows from that inversion.

WHAT THIS EDITION COVERS

Fifteen parts covering the full development sequence - the map of who does what, choosing your game, site selection, securing power, entitlement and permitting, design and delivery, the capital stack, offtake and leasing, exit, pitfalls, a worked 150 MW example, operations after handover, tax structuring, construction contracting, and physical security. Closes with a five-page tear-out field checklist and appendices covering an indicative timeline, glossary, index and sources.

WHO THIS IS FOR

Developers, investors, lenders and operators taking a US data center site from raw land to an energized, leased facility.

WHAT YOU GET

  • Practical development guidance, not market sizing
  • Deal evidence from real transactions
  • What This Costs You - the schedule and budget consequences of common mistakes
  • Best-practice guidance at each stage
  • Ask Before You Sign - questions to put to counterparties
  • A worked 150 MW development example, first call to commercial operation
  • A five-page tear-out field checklist
  • Appendices: indicative timeline, glossary, index and sources

Table of Contents

How to use this guide

Part 0 The Map

  • Who does what across a US data center development, and which seats earn the return.

Part 1 Choosing Your Game

  • What the building is for, and whether you are really in real estate or in power.

Part 2 Site Selection

  • Screening US sites for power before anything else, because the order decides the schedule.

Part 3 Securing Power

  • Interconnection, tariffs, bridge generation and flexibility

Part 4 Entitlement, Permitting and Politics

  • Zoning, incentives, water, noise, air - and the community

Part 5 Design and Delivery

  • Who you hire, in what order, and how a US build actually reaches commercial operation.

Part 6 The Capital Stack

  • Who funds each stage in the US, and what has to be true before they commit.

Part 7 Offtake, Leasing and Marketing

  • How US tenants pick a site, and how the offtake gets from shortlist to signature.

Part 8 Exit

  • Sell, hold, securitise or recapitalise

Part 9 Pitfalls

  • Twelve ways US developments fail, and what each mistake costs in schedule and budget.

Part 10 The Worked Example

  • One 150 MW site, from first phone call to commercial operation

Part 11 After the Building

  • What changes at handover, who runs the building afterwards, and where insurance sits.

Part 12 Tax Structuring

  • Acquisition dates, contradictory statutes, and the incentive era that started closing

Part 13 Signing the Build

  • How the construction contract allocates delay, cost and equipment risk on a US build.

Part 14 Physical Security

  • The ratings people mis-cite, and the counter-drone service you cannot buy

The Field Checklist

The tear-out checklist: what to confirm, and in what order, before each commitment.
