This is a working document, not a market report. It assumes you are underwriting, developing, financing, operating, buying or selling a Japanese data-centre project and need to decide what to do, in what order, with what evidence.

The single organising idea: the asset is the dated evidence chain that connects land, utility deliverability, permission, design, customer acceptance, operations and exit. A site name, a policy designation or a campus announcement is not that chain.

Every part opens with the decision it turns on and closes with a best-practice box. Inside you will find narrative, dated deal evidence where it exists, the capital consequence of getting it wrong, and the questions to put to the counterparty. Not every element appears in every part - where a part carries no dated third-party evidence, that absence is itself the finding.
