OVERVIEW

This is a working document, not a market report. It assumes you are trying to acquire, develop, finance, build or sell a utility-scale solar project in Spain or mainland Portugal.

Most solar publications tell you how many gigawatts Iberia installed, what irradiation looks like, or how large the pipeline could become. Those are useful context and poor sequencing advice. This guide tells you which evidence to obtain, in what order, which authority or counterparty controls it, what each document actually proves, and what happens when you commit capital before the evidence exists.

The single organising idea: solar development is about turning a site into rights. Sunshine is rarely the constraint. The real bottlenecks are land, grid, permits and financeable revenue. Spain and Portugal share the Iberian Electricity Market (MIBEL); their development rights do not - so the two regimes run side by side throughout, compared only where the comparison changes a decision.

WHAT THIS EDITION COVERS

Twenty-five parts covering the full development sequence - the map of who does what, choosing your game, site selection, securing the land, securing the grid, permitting and politics, environment, landscape and archaeology, agrivoltaics, design and energy yield, offtake and revenue, the capital stack, procurement and EPC, construction to COD, signing the project, exit, life after COD, taxation and incentives, pitfalls, a worked example, a regional playbook, acquisition due diligence, development economics and valuation, PV + BESS, repowering and end of life, and investment committee and data room controls. Scope is utility-scale ground-mounted PV, agrivoltaics, hybridisation and selected PV+BESS interfaces, MIBEL merchant and PPA revenue, project finance, development-stage and operating M&A, construction, O&M, repowering and decommissioning in peninsular Spain and mainland Portugal; the Canary Islands, Balearic Islands, Azores and Madeira have separate system regimes and are out of scope. Closes with a tear-out field checklist and twelve appendices - including a site screening scorecard, grid and permit control sheets, a model input dictionary, an acquisition DD request list, an RTB/closing matrix and a country/regional status control sheet - that turn the framework into a transaction tool.

WHO THIS IS FOR

Table of Contents

How to use this guide

A working sequence, not a market report - Spain and Portugal read side by side.

Part 0 The Map

  • Who does what, which right is being created, and where Spain and Portugal diverge.

Part 1 Choosing Your Game

  • Decide where you intend to monetise before you choose which risks to own.

Part 2 Site Selection

  • Irradiation matters. Constraints and grid geometry decide whether the site survives.

Part 3 Securing the Land

  • Control the site and route without buying tomorrow's problem today.

Part 4 Securing the Grid

  • A public capacity number is not a connection asset.

Part 5 Permitting and Politics

  • The route, the authority and the legal clock - plus the local licence to operate.

Part 6 Environment, Landscape and Archaeology

  • The habitat, landscape and archaeology findings that remove a parcel, and when each one surfaces.

Part 7 Agrivoltaics

  • Where the agricultural use has to be real, and where the two regimes diverge.

Part 8 Design and Energy Yield

  • MWp is not MWh, and the legal MW definition may not be the commercial one.

Part 9 Offtake and Revenue

  • One Iberian market, two national price areas, many revenue contracts.

Part 10 The Capital Stack

  • Who funds each capital release, and what merchant and PPA revenue does to the debt.

Part 11 Procurement and EPC

  • Where the EPC scope stops, where the grid works start, and who carries the gap.

Part 12 Construction to COD

  • The build, the grid energisation and the sign-offs that must land before commercial operation.

Part 13 Signing the Project

  • The contracts that move land, grid and permit risk between buyer and seller.

Part 14 Exit

  • What the buyer is actually acquiring, and which land, grid and permit rights survive it.

Part 15 After COD

  • O&M, compliance and the land and grid rights that still need renewing after handover.

Part 16 Taxation and Incentives

  • Separate commodity revenue, support, attributes and tax - then get project-specific advice.

Part 17 Pitfalls

  • Fifteen ways an Iberian solar project loses money.

Part 18 The Worked Example

  • One fictional Iberian solar project, from search area to operating asset.

Part 19 Regional Playbook

  • National law is the spine; the real parcel meets a region and a municipality.

Part 20 Acquiring a Solar Project

  • What to request, and what each document proves, before buying a development-stage or operating project.

Part 21 Development Economics and Valuation

  • Value rights without inventing an Iberian EUR/MW benchmark.

Part 22 PV + BESS

  • Hybridising storage onto one connection point - what it adds to the permits and the contracts.

Part 23 Repowering and End of Life

  • Preserve rights while technology changes.

Part 24 Investment Committee and Data Room

  • The control system behind a professional Iberian development platform.

The Field Checklist

Tear-out - the land, grid, permit and offtake evidence to confirm before capital moves.
